I get pension from my deceased husband and federal tax is withheld but they do not send a 1099R. Do I need to claim this if they don't send a 1099?

Yes, you need to report this income. The IRS is expecting to see this income and withholding on your return. Contact the pension company and have them mail you a reprint.
