I entered a 1099-G but line 10 on my filed return is 0

State tax refunds are only taxable if (a) you itemized in the year the refund was for *and* (b) you claimed the deduction for state income taxes paid on Schedule A. If you didn't itemize *or* you claimed the deduction for state sales tax paid instead, your state refund is not taxable.
