If you have a 1099R the TIN or Payer ID is typically very close to the payer's name on the tax document. Are you sure you have a 1099R? If you have a SSA1099 for Social Security there will not be a TIN.
Go to Federal> Wages & Income>>Retirement Plans and Social Security (SSA1099 and 1099RRB) to enter your SSA1099.
