do you have distribution, contribution or excess accumulation that is penalized?
if so you can't delete the form.
you would have to delete all 1099-R forms then you should be able to delete 5329.
You are apparently entering a transaction that is subject to penalty on Form 5329 or have not completed everything in TurboTax necessary to indicate that the transaction is not subject to penalty. Examine Form 5329 to determine what transaction is being subjected to the penalty. For example, if you have a W-2 that reports an HSA contribution in box 12 with code W, you must complete the HSA section to establish your eligibility to make the HSA contribution, otherwise TurboTax will treat it as an excess contribution.
