I am filling out a 1099-R and in box 9a it asks me what percent I am trying to enter 0 since my form says 0% but it keeps telling me it has to be .01

Zero (0) is not a valid entry in box 9a.   If the issuer of the 1099-R put zero in that box, they should not have.  The box must be left blank with nothing in it at all.   (9a is only used when the distribution is split between two or more people - very uncommon).

Rather than enter zero, are you able to delete the entry (the delete key on the keyboard) and pass Review?

Instructions for IRS form 1099-R, page 15, states:

Box 9a

Your Percentage of Total Distribution

If this is a total distribution and it is made to more than one person, enter the percentage received by the person whose name appears on Form 1099-R. You need not complete this box for any IRA distributions or for a direct rollover.
