Yes, a lump sum Social Security benefit payment, which might be issued as a result of the Social Security Fairness Act (SSFA) ending the Government Pension Offset (GPO), is reported on Form SSA-1099, Social Security Benefit Statement. The total amount will be in Box 5, and details regarding which portion applies to which year will be in Box 3.
You should receive the Form SSA-1099 from the Social Security Administration during January 2026 for payments made in 2025.

Click on Federal Taxes (Personal using Home and Business)
Click on Wages and Income (Personal Income using Home and Business)
Click on I'll choose what I work on (if shown)
Scroll down to Retirement Plans and Social Security
On Social Security (SSA-1099, RRB-1099), click the start or update button
Or enter ssa-1099 in the Search box located in the upper right of the program screen. Click on Jump to ssa-1099
