How do I reflect that I pay into CalPERS and am non-covered for Federal Social Security tax?

You contributions to the California retirement system would be reflected on your W-2 form entry in TurboTax. There are no additional entries you would be required to make regarding it on your tax return. Your social security contributions listed in box 4 on your W-2 entry, or lack thereof, would not affect your income tax in anyway.
