For2018- where do I enter 1099R +8915B//2017 I entered 1099R and for taxable amount to be distributed over 3 years. do i need to do another 1099R for 2018+8915B?

You only enter Forms 1099-R that you received. If you only received a 2017 qualified disaster distribution in 2017 and only received a 2017 Form 1099-R, your 2018 tax return will only include Form 8915B which you can prepare by going to the Form 1099-R entry section, indicating that you received no 2018 Forms 1099-R, then indicating that you received a 2017 qualified disaster distribution and entering the requested details from your 2017 Form 8915B.

After you begin the 1099-R section and answer No to "Did you have any of these types of income in 2018", TurboTax will ask about 2016 qualified disaster distributions (which you apparently did not have since you mentioned Form 8915B), then will ask about 2017 qualified disaster distributions where you'll enter the needed information from your 2017 Form 8915B.

Enter the 1099-R in the usual place then follow the interview screens carefully .... keep going even if you feel lost ... these screens will appear ... and you do NOT file another 8915B... that is only filed the first year of the election.

I did not receive any qualified disaster distribution in 2017 or 2018 (never). In 2019, it is keep on asking about it I can't go to the next step,

After entering the 1099-R, you should answer the followup questions which ask what you did with the money. That is where you indicate that you rolled it over within 60 days of the distribution.
- Select Edit on the Form 1099-R that the rollover applies to
- When you get to the question "What did you do with the money?" select " I moved the money to another retirement account"
- Then choose "I rolled over all this money"
This should correct the problem. If it does not, delete the entire entry, and re-enter by answering the questions again.
