Federal Civil Service retirement is not taxable to Kansas but can't get ahold of anyone to help?

I do have it correctly entered under the 1099-R govt income. Chat - guy came on and then exited. Waited for call and then they called and hung up. :( I went ahead and paid for upgrade to just get this answer!
