Employed thru Feb 2018 & contributed 401k plan. Should the answer to whether is enrolled in employer plan be yes or no since she wasn't employed at the end of the year.

Wife was employed 1st quarter and contributed to employer 401k.  No employment after 1st quarter.  Husband's employer does not have 401k.  Husband contributed $3600 to IRA.  Can Husband's contribution be deducted since wife wasn't eligible for any employer 401k plan at year end?

It depends. It is possible, that because your wife was covered at some point during the year by an employer's plan, that your deduction could be reduced or eliminated.  The following provides additional details on this topic. https://ttlc.intuit.com/replies/6176080
