If you only have SS and are Single or your spouse only has SS or nothing you do not have to file a return.

If your Only income is from Social Security benefits reported on a Form SSA-1099 then there is no need to file a tax return.  Unless you have federal income taxes withheld from the benefits or you get health care insurance through one of the state marketplace exchanges or from healthcare.gov and receive a Form 1095-A then you need to file a tax return.

You will have to file, though, if you are Married Filing Separately.
