Do I have to attach a 1099R to my state (California) return if I have tax withheld?

I have a 1099R and am filing in California. Do I have to attach a copy of the 1099R to my printed out tax return? I did have tax withheld.

Yes. Since you are filing by mail, attach the 1099-R with the California tax withheld to your California Return.
