You should report all payments that you received regardless of whether you receive a 1099 or not. That way if the form arrives late it doesn't make any difference to you because you will already have it on your tax return.
You should also issue a 1099-NEC to anyone who is a sub-contractor for you that receives $600 or more. That way you don't pay taxes on the portion of your income that was paid to them - they do.
