This is in the Michigan 'Social Security Act (SSA) Exempt' section. A Google search confirms the words "as of' can be ambiguous.

In this context, it means, "Did Ralph retire on or before January 1, 2013?"

So, if Ralph retired on January 2, 2013 or later the answer would be No.
