I was given a CSA 1099R - age over 65:

1. $10,986

2a. unknown

5. $1407

7. 3 disability

9b $3905

 

What should be placed in 2a for taxable amount

Can you explain why?  I have seen where it is being said take 1 minus 9a and the balance = 2a taxable?

CSA1099R

In TurboTax you put the form exactly as it was sent to you.  Those are directions for preparing a form. You are not preparing a form.  You are reporting what is in your form.
