Can I hand enter my 1099r information?

Yes assuming you have a 1099R hard copy to enter into your return. To enter:

Log into TurboTax
Go to Wages and Income
Go to IRA, 401(k), Pension Plan Withdrawals (1099-R).
Answer yes to the question you received your 1099R.
Navigate through the screens until you see you want to type this in yourself
Next will be navigational screens to enter the information in your 1099R
Continue through the screens entering information from the 1099R into your return.

Yes you can key in your 1099R. The screen will offer you the choice to import the data or you can choose "I will enter it myself"---make that choice and carefully enter your 1099R by hand.

To enter your retirement income, Go to Federal> Wages and Income>Retirement Plans and Social Security>IRA 401 k) Pension Plan Withdrawals to enter your 1099R.
