Can I count a rollover from a retirement account (I no longer work for this company) to my IRA done before 4/15 on this year's return for 2018?

If done in 2019 then you will get a 2019 1099-R form the retirement account next year and it will go on your 2019 tax return.

And I think what you might be asking can't be done. You mean to add it as an IRA contribution? No. It won't be a new IRA contribution.
