It depends.  It usually is best to enter this information as it appears on your W-2 in TurboTax.  These boxes are the amounts that appear in the Local Taxes section by locality.  These amounts do not affect your Federal Return unless you itemize.  But they can affect how your state return is filed, depending on your state.  In the W-2 section you will click on the box for "Add Another Row" underneath the first set of Box 18, 19, and 20 information to add the second set.  This ensures that all of your taxes are correctly processed on your return and reduces the possibility of diagnostic errors.
