Why does Turbo Tax persist in charging penalties for PA return, when I've been retired for 2 years, and not required to make quarterly payments?

Being retired has nothing to do with quarterly payments.  What income do you have that is being taxed by PA?  If you owe over $246, you should have been making estimated payments unless you met one of the "safe harbor" exemptions.
