If you make a 2019 contribution then you will report it on the 2019 return and indicate it will be non deductible and then the form 8606 will be created.
Then, since the conversion happens in 2020 .... you will report the conversion on the 2020 return when you have the 1099-R in hand and the basis from 2019 will be carried forward on the form 8606.

If I understand you correctly even though the file date and contribution date has been extended to July 2020 for 2019 tax return submission the 1099-R sent in 2020 will reflect the conversion? I should also ask if I can add to the Backdoor conversion for 2019 during this extension as long as I don't exceed $6,000 in 2019?
You must report the traditional IRA for 2019 on your 2019 tax return.
You must report the Roth conversion done in 2020 on your 2020 tax return.
