Are my OPM CSF 1099R Survivor Benefits Taxable in NJ?

Upon starting my NJ state filing, the software I'm using displays,

 

"If your New Jersey taxable amount of pension or annuity withdrawals are different than your federal taxable amount, enter the applicable New Jersey taxable amount."

 

"If you are receiving a United States military pension or survivor's benefit payments, these amounts are not taxable for New Jersey, regardless of your age or disability status. Remove these amounts if they are include".

 

However I read somewhere else that, "that exemption does not apply to civil service pensions or annuities".  The annuity is received through the U.S. Office of Personnel Management.

 

What is correct?
