2023 WI 1099-R without box 16

I have a 2023 WI 1099-R issued by the State of Wisconsin.

There was taxes taken out in box 14, the correct state ID is in box 15, but there is no box 16.

Should I enter the Gross Distribution from line 1 in box 16 on TurboTax Deluxe?
