2019 TurboTax is not allowing full $7000 as contribution .
Past 12 years , she is able to contribute full amount .
Is there any change in IRA eligibility ?

No change other than the contribution limit being increased by $500 over that permitted for 2018.
With no compensation of her own to support an IRA contribution, her contribution is supported by your compensation. Presumably you are both age 50 or over, so for both of you to be able to make the full $7,000 contribution to each of your respective IRAs, your compensation must be at least $14,000.
If you are covered by a workplace retirement plan, your ability and her ability to deduct a traditional IRA contribution may be limited based on your modified AGI for the purpose.
If the contribution is to a Roth IRA, the amount permitted to be contributed may be limited based on modified AGI for the purpose.
