Found 401k over contribution and was fixed prior to completion of taxes for 2019. Followed the instructions in TurboTax to create a 1099 for 2020. Entered plan administrator in payer information and entered over contribution amount in Line 1 and 2a. Entered P in line 7 per instructions. Made sure the 1099 was tagged for 2020 and entered over contribution into description.
Now keep getting errors in the return and am unable to efile either federal or state because I do not have a payer tax id for the fictitious 1099. I have been told that I will not receive any official 1099s until 2021 for this.
How do I bypass this error in order to e-file the taxes? If I have to file via mail will this flag any errors with the IRS?

No, it does not go to the IRS. All that goes to the IRS is the added amount to the 1040 line 1.
If yiu do not know the payers ID then you can ignore the 1099-R altogether and just enter it this way which does exactally the same thing and is part of the interview just to do this.
Excess 401(k) deferrals should be reported in:

Miscellionious Income ->
Other Income not reported on a W-2 ->
Other wages (yes) ->
House Hold employee (Continue) ->
Sick Pay (Continue) ->
Other earned income (yes) (Includes excess salary deferrals)->
Source of income (other) ->
Any other income - enter the amount of the excess deferral and an explanation.
This will add the returned excess to your 2019 wages on line 1 exactly the same way that the 1099-R would. The only information that is sent to the IRS is the line 1 amount.
