This is for a inherited NY state retirement system fund which I have a 1099R for.
Under box 14 is "Exempt"
box 15 is NY
box 16 is a state number
box 17 is state distribution.
I live in WI.
Do I enter all of this information? I don't see any way to enter "exempt" in turbotax. Is there a way to do this?

Yes, you should enter the information from your 1099-R as it appears on the form, TurboTax doesn't have a place to enter the word "Exempt."
If Box 14 says "Exempt," enter $0 for state tax withheld.
Enter NY in Box 15, the state ID in Box 16, and the state distribution amount in Box 17.
Since you live in Wisconsin, TurboTax will help you apply for the correct state tax treatment during the state interview.
Looking at the form again, there is no dollar figure in box 16 for state distribution, only the letters for New York State NY. Do I put $0 in for box 16 in addition to the $0 in box 14?
