I received a 1099-R for a withdrawal I made to my deceased husbands thrift savings plan. The Gross, and taxable amount are the same. Total distribution has an “X”, there is a federal tax withheld, distribution code 4. I do not work and I’m in GA. Can anyone explain this to me? Do I have to pay in?

Yes, this income is taxable to you and you need to file a tax return to include the 1099-R information.  Since there was Federal Income Tax withheld, that amount may pay any of the tax due on this income.

Since the box was checked that it is a Total Distribution you will not see another 1099-R from this Thrift Savings Plan.
