Why Turbo does not report the tax credit for the IRS payments received

What IRS payments are you referring to?
If you mean a federal tax refund - Federal tax refunds are not entered on a federal tax return.
If you mean interest received from the IRS - That is not a tax credit. The interest received is to be reported as income on your federal tax return using Form 1099-INT.
What kind of 1099 did you get? A 1099NEC for self employment income? Did you make estimated tax payments? You have to manually enter those into your tax return to get credit for them. We don't understand your question. Can you add more details?
