Do I have to enter a 1099-G "State or local income tax refunds, credits, or offsets" as income for my 2016 Federal Tax Return?

You must enter it if you itemized deductions on your 2015 federal tax return and deducted state income taxes. Otherwise, you don't need to enter it.

I'm fairly certain that I filed with the Standard deduction for my 2015 federal tax return. If I did standard deduction, it follows that I did NOT itemize deductions, correct?
