He meets qualifications and was claimed as a dependent in 2018. I have yet to file 2019. From what I read he should not be eligible to receive a stimulus payment however he received one in his rep payee account yesterday. Weekday should we do about the money, or was he suppose to receive it?
If he was claimed as a dependent on the 2018 tax return, then he should not have received a stimulus payment. Nor would be be eligible for the stimulus payment if you claim him as a dependent on your 2019 tax return.
The IRS has a procedure to return the stimulus check. Go to this IRS website for information (See Question 54) - https://www.irs.gov/coronavirus/economic-impact-payment-information-center#more

If you have not filed a 2019 tax return and he is eligible to be claimed as a dependent on your tax return under the Qualifying Relative rules then enter him as a dependent.
If he was not a dependent in 2018 and he receives Social Security or SSI benefits he was eligible for a stimulus payment.
To be a Qualifying Relative -
1. The person cannot be your qualifying child or the qualifying child of any other taxpayer. A child is not the qualifying child of any other taxpayer if the child's parent (or any other person for whom the child is defined as a qualifying child) is not required to file an income tax return or files an income tax return only to get a refund on income tax withheld.
2. The person either (a) must be related to you or (b) must live with you all year as a member of your household.
3. The person's gross income for the year must be less than $4,200 (social security does not count) in 2019
4. You must provide more than half of the person's total support for the year.
5. The person must be a U.S. citizen or a U.S., Canada, or Mexico resident for some part of the year.
6. The person must not file a joint return with their spouse.
