I am in the military but my wife isn’t and she has a regular civilian job, is that what that question means?

This is asking if you, the military person, has a job for which you are paid outside of the military (often a part-time job).

The reason this is asked is that it's common for your military pay to be taxable in your state of record and for your outside-the-military pay to be taxed in the state in which you are living and working.

As for your spouse, I think that this is generally a separate question, but it is asked for the same reason.
