turbo tax rejected payers ID on the 1099 R mil retired pay and i am stalled out

Contact your DFAS retiree center online and verify with them what it should be and if different, ask them to send you a corrected 1099-R with the right one on it and enter the correct ein currently in your return expecting the corrected one for your records.

DFAS issued initial 1099-R forms with a missing digit in the FEIN.

They were supposed to be issuing corrected forms...with the correct number:

the correct number is 

34-0727612

(you can probably just use that with your current 1099-R, but we can't know if the newly-issued 099-R forms changed something else too...unlikely but always "Possible"  )
