My friend and I are in the military. We both live in the same place make the same amount and are both single. His tax return was 2000 dollar and mine was 80 dollars.

I’ve spoken with him and our returns are the same besides the fact that I’m a Texas resident and he is Minnesota

Check box 2 and box 17 of your W2s for withholding amounts.  You may find the difference there.  Refunds are a result of how much taxes are paid in, assuming all other factors are the same.  For example, TX has no state income tax so there will be no withholding there and thus nothing to refund.
