Do military reservists have a home of record for state taxes like active army members do? Or do civilian rules apply to them?

Yes, if you get stationed in another state on military orders then you will keep your home state and your income is taxable in your state of legal residency (home of record).
Please see What is my military state of residence? for additional information.
Might be better to talk to Personnel and legal staff at your active reserve unit.
Like what are you thinking of doing?
Like move your residence to another state, while remaining at the same reserve unit?
Or does your civilian spouse qualify for the various MSRRA state locks?
(No...don't think so. Only if you are activated to full military duty)
___________
NG I'm clear on, but Reserve personnel might be a mix....(really check with experienced staff at your unit)
