Without knowing which state you are in, I can't offer you the details. My guess would be that your income exceeds the limit and you don't qualify. The other possibility is that the form isn't finished with your state. You can check availability here.

I have checked and it is below the income level so it should let me enter it but it is like something is wrong with the software and just not letting me do it.

I would like to take a deeper look at this. However, I need a diagnostic file which is a copy of your tax return that has all of your personal information removed. You can send one to me by following the  directions below:

 

TurboTax Online:

Sign into your online account.

Locate the Tax Tools on the left-hand side of the screen. 

A drop-down will appear. Select Tools  

On the pop-up screen, click on “Share my file with agent.”

This will generate a message that a diagnostic file gets sanitized and transmitted to us.

Please provide the Token Number that was generated in the response  and @AmyC  to notify me.

 

TurboTax Desktop/Download Versions:

Open your return.

Click the Online tab in the black bar across the top of TurboTax and select “Send Tax File to Agent

This will generate a message that a diagnostic copy will be created.  Click on OK and the tax file will be sanitized and transmitted to us.

Please provide the Token Number that was generated in the response  and @AmyC  to notify me.

Ok. You do qualify. I can get to the MN property credit in my fake return but not through yours. So let's do a couple of things. 

1. The MN tax rebate must be added to federal income before it is subtracted on MN. You can follow the steps from Sharond007.

2. You need to go into Forms mode (top right, in the blue bar), then click Open Form on the top left, scroll down to MN, scroll down to the renter's credit, open the form, enter the information. Then go back to step by step.

3. You also have some errors in your return to correct.

 

You should be good! Be careful that you don't force anything to override the program or that will cancel the accuracy guarantee.
