When hired in 2018, I received RSU and am not vested yet, however, they are included in box 1 of my 2018 W2 and taxed.

I am vested after 5 years and this was my first. is it a choice of when I report the RSUs?

It sounds to me like you made an 83(b) election, maybe without understanding all of the ramifications.
