It sounds like you have not properly allocated your income to Utah in the non-resident tax return.  In the Utah non-resident tax return, there are series of questions where you allocate various types of income to Utah.  The only box that should be populated under "Utah Amount" is "Rents, Royalties, and K-1 Income", and it should be negative.  See screenshot below.

Thank you for help...however, when I try to post a negative number in that box Turbotax will not let me continue until I "fix the error".  I put 0 in the box and it allowed me to continue but am wondering if that is the correct amount.  I show a negative amount on my Federal taxes but not sure if $0 is appropriate for the UTAH return.  Thanks so much for your help

If the UT rental property operated at a loss, then use "0" -  reporting a rental loss on a non-resident state tax return doesn't help you with that state's tax return.
