Should an additional gas meter and gas line installation be categorized as a land improvement or a residential rental real estate improvement

The new gas line runs in the ground about 175 feet from the new gas meter to the dwelling it services.

Also, does an improvement cost include ALL expenses involved including in this case things like the cost of permits, drawings, etc?

Yes, costs include all the costs to get the line in, permits, digging, supplies, etc.

It is related to Residential Real Estate and that is where it needs to go, on the rental schedule.
