I have a rental property. My property manager received January 2020 rent from the tenant before Jan 1,2020, but did not give to me until January 25, 2020. Is the January 2020 rent considered part of my 2019 rental income?

The funds are actually considered to be received by you when they are received by your agent (the concept is known as constructive receipt).
Go by whatever is on the 1099-MISC the agent issued to you as required by law. That way you don't take the risk of accidentally double-reporting the income across tax years.
