This is not a bug.
IRS requires details to be listed on Form 8949,
or on your own forms (e.g. consolidated 1099-B) which have the same information and in the same manner as Form 8949.
Either way, if you choose to summarize, you have to mail the transaction details to the IRS within three business days of IRS accepting your tax return.
Your return will still have Forms 8949 to e-File but they will have only subtotals instead of each individual transaction.
Form 8453 is just a cover sheet you will include when you have made the mail-in election. It is not to be signed.
It would be REALLY helpful if both the step by step instructions and printed filing instructions addressed this situation.
I was not aware that:
1. Entering summary 1099 data would require me to mail in form 8453.
2. That the 8453 needed to be mailed with copies of the actual 1099s, not just the 8949.
IRS form 8453 assumes you are attaching an actual Form 8949 with details.
An equivalent document (eg consolidated 1099-B) showing the transaction details is permitted.
Do not include the 8949 from your e-Filed tax return.
A couple years ago, TurboTax changed the prompts and not in a good way.
For many filers, if they enter Summary info for any Sales Category other than A and D,
or A and D with an adjustment amount, they will be making the mail-in election without realizing it.
This is really confusing--not my usual Turbotax experience. I have no idea what I'm supposed to send.

Can someone confirm if TurboTax Delux can support filing with 8453 alternate method where you can efile but need to mail in the form 8949?
TaxCut seems to have an option where you can attach 8949 pdf when u efile, not sure why turbotax has not enabled that option..
