Does TurboTax Free File have all the features of TurboTax Deluxe or Premiere for handling things like dividends and stock sales?

No, it does not. You will need to use Deluxe or Premier to handle that kind of tax document. https://turbotax.intuit.com/personal-taxes/online/

Note: TurboTax "Free File" is NOT the same as Free Edition. If you're not sure of the difference, please search TurboTax Free File in help before answering this question.
