A Form 8962, Premium Tax Credit is generated and completed by the TurboTax program after you have entered the Form 1095-A that you received when your health insurance was obtained through one of the state Marketplace Exchanges or from healthcare.gov.

it unclear why you are asking about 2019 when you're saying your 2020 rental income is lower. which year are you working on? if in 2020 had you had marketplace insurance you need the 1095-A for 2020, 2019's will not do.
The form 8962 is for the premium tax credit, and has absolutely nothing to do with rental income.
Assuming several things here.
1) You received a 2019 form 1095-A and actually entered the data from that 1095-A on your 2019 tax return. (The form 8962 is not needed, and therefore is not generated by the TurboTax program if you did not receive a 1095-A and/or did not enter it into your 2019 tax return.)
2) You used the online version of TurboTax to complete and file your 2019 tax return.
If you log into your account (the same one you used in 2019) and download the PDF file of your 2019 tax return, you can then search that PDF document and you'll find in there the 2019 Form 8962.
