In 2016 I received the "hold back" payment from an ISO stock transaction where the Company was sold. There is no 1099 being issued. Do I need to self report?

When I asked about getting a 1099 6the Payments administrator said I would not get one as they were not required to perform tax reporting on the payment.  Do I still need to report the income?

Yes, you still need to report the income.  Use the "Stocks, Mutual Funds, Bonds, Other" interview and tell TurboTax that you DIDN'T get a 1099-B.
