Yes, you should enter it or upload it. You will not even have a Form 1099-B if there is nothing to be reported on it.
Form 1099-B will report whether you sold any of your investments or sometimes it reports a transaction having to do with your stock holdings that you did not initiate such as when there is a stock spinoff or split and a fractional share was sold on your behalf.
