No, you do not enter these payments on your tax return. The payments as part of the Emergency Rental Assistance Program (ERAP) are not included in gross income for any household members. The landlord who received the rent payments includes the income as taxable to them. Here is the IRS FAQ for the ERAP.

As stated on the IRS website, a tenant does not report the income.
