If you need to create a 1099-MISC and are self-employed you can use Quick Employer Forms.
To access Quick Employer Forms you will need at least TurboTax Home & Business.

To Access Quick Employer Forms From TurboTax:
• After logging in, select the “Business” tab in the
upper left hand of the screen
• Select, “Continue”, then “I’ll choose what I work
on”
• Select “Update” next to business income and expenses
• Select “Edit” next to your business name
• Under “Business Expenses”, select Update next
to “Other Common Business Expenses”
• Select “Update” next to employee expenses
• Select “Update” next to employee wages
• Now you want to select the “Start Here” link

I believe you are misinformed. There is absolutely no requirement what-so-ever for you to issue 1099-MISC to a business. The 1099-MISC is only required if you paid more than $600 in a tax year to a living, breathing individual. Payments you make to a business do not require you to issue any kind of tax document to that business.
