I'm a mechanic renting a shop. 1/2 of the property taxes due for the shop are passed on to me. Can I claim my portion as a business expense on 1040SC? On what line?

If you rent the property, you would claim the real estate taxes as rental expense (line 20b), if you own the property, you claim the expense as taxes (line 23).
