I have short-term rental income in a state where I don't live (NY), but it's entirely offset by expenses for the same property. Do I have to file a NY state return?

I live and work in another state, where I will be filing my resident taxes. I have a vacation home / short-term rental mixed-use property in NY, which generated revenue but did not exceed my expenses. Since expenses were greater than revenue, my taxable income for the rental come to zero on my federal return. Do I still have to file an NY tax return for this?

Yes, you still have to file a New York non-resident tax return.  Even if you don't have income taxable by New York, you want to be on the record for reporting your rental losses and depreciation.
