A dividend would be a payment you received from the company that you own stock in, usually from profits in the current year. It would normally be reported on a form 1099-DIV. TurboTax is asking if you received that.
The 1099-MISC is not used to report dividends. The 1099-DIV is normally used for that. So if you did not receive a 1099-DIV or some other tax reporting document "in lieu of" the actual 1099-DIV form, you'll answer the question NO.
