Here's some info provided by another user:
"You must view the form within the TD website environment, you do not want to download the form into a PDF. When you do that, TD will change the Document ID because you have changed the format of the form making it possible for it to be altered. Turbo Tax will only import the form according to the document id as it is shown within the TD program environment. Obviously TD believes this is a security measure to ensure that you get the actual form exactly as provided to you from TD. It also proves to the IRS that the form is legit and in no way was altered."
So if you are trying to Download, then import, here's advice provided by Expert @DaraLO:
"Here are some possible solutions to successfully import your TD Ameritrade 1099:

You can enter the dividends manually in a couple of minutes if the import doesn't work.
