After completing form 7203 k-1 loss ha changed due to cost basis. Is this the number I put on personal return for k-1?

Yes, if your loss is limited due to Basis, you only enter the allowable amount when you enter the K-1 into the software.  

You will need to MANUALLY keep track of the unallowed loss and MANUALLY enter it in the future year when Basis is restored.
